Joe Bard is the Executive Director of the Pennsylvania Association of Rural and Small Schools (PARSS), an organization with approximately 150 of the state’s 501 school districts as members. The organization’s focus is on achieving equitable funding for all public education and reform of the methods by which that funding is provided.

In October of 1989, Governor Robert Casey named Joe as the Pennsylvania Department of Education’s Deputy Secretary for Elementary and Secondary Education and Commissioner of Basic Education.  He served in that position until April 1995.

From 1970 until his appointment as Commissioner, Joe served in a wide variety of positions in the Pennsylvania Department of Education, in both basic and postsecondary education.  Prior to that he was a classroom teacher in Connecticut, New York and Kentucky, a college administrator in Iowa, an investigator for the New York State Division of Human Rights and served in the United States Army.

Joe served as the Chairman of the National Rural Education Advocacy Coalition (NREAC), which is made up of national and state organizations concerned with rural education.  He has also been an elected member of the Harrisburg School Board.

Dr. Sites’ professional experience includes: elementary teacher with assignments from kindergarten to 6th grade, Elementary Principal, School Business Official, Assistant Superintendent, and Superintendent.  Following his active service in Pennsylvania’s public schools, he served as an education management consultant and adjunct professor for The Pennsylvania State University.

His personal interests include outdoors activities (birdwatching, wild flowers, national parks), Nascar racing, camping and traveling in his motorhome with wife, Sam, and family, following college sports, especially PSU football.

Dr. Ed Albert’s professional experience includes: Special Education Teacher, Elementary Principal, Staff and Curriculum Specialist, Assistant Superintendent and Superintendent.  Ed is also known for his educational consulting on a variety of topics and he also assists in superintendent searches for a national firm.  Ed enjoys spending time with his two grown children, enjoys Penn State games, and is an avid fan of the Yankees and Packers.  Ed enjoys traveling, especially to Broadway Shows in New York City and he is still trying to perfect the game of golf.

His personal interests include golfing and traveling to Tampa during the cold winter months with his wife, Carol.  Jon is also an avid Steelers fan.
