PARSS is comprised of 280+ members throughout the entire commonwealth of Pennsylvania. Our members include rural school districts of varying sizes as well as small urban and suburban districts. Our singular focus is to promote equal opportunity for quality education for all students in every school and community in Pennsylvania. The overall strength and influence of PARSS increases when our membership increases. Join PARSS today!
We offer three levels of membership:
School District Member
School district membership is open to all second, third, and fourth class Pennsylvania school districts as defined in the Pennsylvania School Code. This category carries voting rights to be executed through the district’s official representative. Representative status is limited to any commissioned officer of the district.
To become a school district member:
- Complete the 2024–2025 School District Membership Dues Invoice
- Remit $975 membership fee and invoice to:

Eductional Associate Member
Educational Associate membership is open to any person or organization that has a non-commercial interest in being an affiliate of PARSS. This category includes, but is not limited to, intermediate units, universities, colleges, junior colleges, and career and tech schools. Educational Associate members do not have voting rights. To become an Educational Associate member:
- Complete the 2025–2026 Educational Associate Membership Dues Invoice
- Remit $495 membership fee and invoice to:

Business Associate members gain year-round visibility to our member schools through mention in our meeting and promotional materials, on our website, and receive opportunities to exhibit at our conference.

The Pennsylvania Association of Rural and Small Schools (PARSS) is the only education association in the state that participated in the landmark school funding lawsuit—successfully advocating for fairer funding for small and rural districts.
